Is This Even a “Sewer” System?

THE PROPOSED SYSTEM WOULD ONLY HANDLE LIQUIDS, LEAVING SOLID WASTE IN HOME TANKS

You probably think of a “sewer” as a system that carries off all waste from homes, which is the traditional definition.[1] However, project engineer Wade Trim describes this system as a low pressure “STEP” system, an acronym for “Septic Tank Effluent Pump System.”[2]

Wade Trim states, “This alternative would collect the wastewater using small‐diameter PVC or HDPE force mains, individual septic tanks, and effluent pumps for each service connection.”[3] The STEP system processes liquid waste, but leaves the rest in a tank in your yard, to be pumped out every few years.[4] Consider the following excerpt from the TLCSA’s “Questions from the Public” document:
